I really cant tell you when this all originated, but I know it has
been going on for as long as I have been with WOSIB.  You
can blame Tanya.  She is the originator of the inmate outline. LOL
From there it has now become a tradition and I am proud to say, I
continue to be it's care-taker. LOL
